Before Tony and Melissa, Grover breaks the good news to General Stone that he's been selected for a European Ambassador position.

In his only appearance Grover, an old friend of General Stone's family who works for the U.S. State Department in Washington, D.C. is visiting Cocoa Beach both see Melissa and give the good news to General Stone, her father, and the base commander, that he has been selected for a European Ambassador position.

When General Stone offers Tony a civilian attache position with his new office, it likely includes finally wedding Melissa, which irks Jeannie to the point where she is able to blink he and Melissa, the general's daughter, and Tony's fiance, into acting on feelings which they had long had for each other, but never acted on. The way which the spell influenced Grover is that when he, who, while he thought it was a good idea for Tony, who was reluctant to accept the civilian position in the first place, practically begins pleading with him to do so, more because of his newly realized passion for Melissa!

When Melissa, acting on the "love" spell, decides to break her engagement and follow Grover back to D.C. to get engaged, Tony, who also didn't want his situation complicated more with the possibility of marrying Melissa and having to deal with a genie who's smitten with him herself, is let off the proverbial "hook"!
